ELECTION OF CHAIR

Minutes:

The Sub Committee were advised of the unavailability of both the Chair and Vice-Chair for this meeting, and the need to elect a Member to preside as acting Chair.  The Sub Committee unanimously voted to elect Councillor Kevin Etheridge to preside as Chair for the duration of the meeting.

There were no declarations of interest received at the commencement or during the course of the meeting.

APPLICATION FOR A TEMPORARY EVENT NOTICE IN RESPECT OF GELLI FARM, GELLI LANE, TRINANT pdf icon PDF 4 MB

Minutes:

Mr Lee Morgan (Licensing Manager) referred to the application for a Temporary Event Notice to permit a number of licensable activities for a live music and DJ event at Gelli Farm, Gelli Lane, Trinant, on 3rd and 4th August 2019, between 13.00 and 23.30hrs.

 

            It was explained that the application had resulted in representations from Responsible Authorities, namely Gwent Police and Environmental Health, copies of which were set out in the report.   Following publication of the agenda papers and mediation between all parties, both Gwent Police and Environmental Health withdrew their objections as they were satisfied with the supplementary information that had been received from the applicant.

 

            Members were advised that as the application was no longer contested, it would be dealt with under delegated powers, and as such, there was no matter for the Sub Committee to determine.   Therefore the Temporary Events Notice (TEN) was now valid and could operate in accordance with the days and timings applied for. 

 

The Licensing Manager added that work would be undertaken with the applicant in regards to any future events planned, in order to obtain the necessary information on a timely basis. 

 

Discussion took place regarding the lead-in period for TEN hearings and Members asked if there was a way to eliminate instances of withdrawals after the meeting had been advertised and the agenda papers published.  The Licensing Manager explained that the Council works closely with relevant parties in respect of TEN applications to avoid such occurrences.  However, given the strict timeframe regarding the publication of representations, the situation can be fluid in nature and can change in the time since the report was prepared.  It was emphasised to the Sub Committee that withdrawals following publication are not a frequent occurrence, and that the Licensing Department will continue to encourage proactive and prompt mediation wherever possible in order to mitigate the need for a hearing to consider the application.

 

Having regard to the information received from the Licensing Manager, the Sub Committee noted the withdrawal of the representations in objection to the Temporary Events Notice, and that the event arranged at Gelli Farm, Gelli Lane, Trinant, would now proceed in accordance with the days and timings applied for.
