ELECTION OF CHAIR

Minutes:

The Sub Committee were advised that due to the unavailability of both the Chair and Vice-Chair for this meeting, there was a need to elect a Member to preside as acting Chair.  The Sub Committee unanimously voted to elect Councillor Mrs D. Price to preside as Chair for the duration of the meeting.

APOLOGIES FOR ABSENCE

There were no apologies for absence received.

DECLARATIONS OF INTEREST

There were no declarations of interest made at the beginning or during the course of the meeting. 

 

4.

APPLICATION FOR HACKNEY CARRIAGE/PRIVATE HIRE VEHICLE LICENCES pdf icon PDF 118 KB

The Taxi and General Sub Committee unanimously RESOLVED that:-

 

1.   For the reasons outlined at the meeting and to the driver when present, and following inspection of the vehicle, the licensed seating capacity of the hackney carriage vehicle licence held by applicant no. 1 of Croespenmaen be increased to carry 6 passengers.  The Sub Committee were of the view that there was adequate knee space within the vehicle and reasonable access to all the seating areas.

 

2.   For the reasons outlined at the meeting and to the driver when present, and following inspection of the vehicle, application no. 2 of Caerphilly for a hackney carriage vehicle licence, be granted to carry 6 passengers.  The Sub Committee were of the view that there was adequate knee space within the vehicle and reasonable access to all the seating areas. 

 

The Sub Committee were concerned about the degree of window tinting but accepted the applicant’s explanation regarding comfortable tint levels for children with certain additional needs.  The application was therefore granted on the condition that the vehicle is predominately used for the transport of children with additional needs to school, pursuant to a contract with the local authority or school. 

 

3.   For the reasons outlined at the meeting and to the driver when present, the hackney carriage vehicle licence held by applicant no. 3 of Caerphilly be allowed to continue, subject to a warning being issued that the vehicle be predominantly used within the Caerphilly county borough in accordance with the Council’s Intended Use Policy. 

 

5.

HACKNEY CARRIAGE/PRIVATE HIRE VEHICLE DRIVER'S LICENCES

Minutes:

The Taxi and General Sub Committee unanimously RESOLVED that for the reasons outlined at the meeting and to the applicant when present, the hackney carriage/private hire vehicle driver’s licence held by applicant no. 3 of Caerphilly be allowed to continue, subject to a letter of final warning as to the driver’s future conduct being sent.

 

6.

APPLICATION FOR HACKNEY CARRIAGE/PRIVATE HIRE VEHICLE DRIVER'S LICENCES

Minutes:

The Taxi and General Sub Committee unanimously RESOLVED that for the reasons outlined at the meeting and to the applicant when present, application no. 4 of Caerphilly for a hackney carriage/private hire vehicle driver’s licence, be granted for a period of 3 years, subject to a satisfactory medical certificate and application photographs being received by the Licensing department.
