DECLARATIONS OF INTEREST

There were no declarations of interest made at the beginning or during the course of the meeting.

Minutes:

Members considered the four public interest test certificates from the Proper Officer and concluded that on balance the public interest in maintaining the exemption outweighed the public interest in disclosing the information and it was

 

RESOLVED that in accordance with Section 100A(4) of the Local Government Act 1972 the public be excluded from the remainder of the meeting because of the likely disclosure to them of exempt information as identified in paragraph 12 of Part 4 of Schedule 12A of the Local Government Act 1972.

 

4.

LOCAL GOVERNMENT (MISCELLANEOUS PROVISIONS) ACT 1982 - APPLICATION FOR STREET TRADING CONSENT

Minutes:

It was agreed that consideration of this matter be deferred to 1.30 p.m. to allow statutory consultees to attend.

 

 

5.

APPLICATION FOR GRANT OF HACKNEY CARRIAGE LICENCE & EXEMPTION IN RESPECT OF WINDOW TINTING

Minutes:

Having regard to the Officer’s report and all the representations made, and for the reasons disclosed at the meeting, the Sub Committee unanimously RESOLVED that the application for the grant of a private hire vehicle licence and exemption in respect of window tinting be refused.

 

The applicant was informed of his right of appeal within 21 days following receipt of the written decision notice to appeal to the local Magistrates Court.

 

6.

APPLICATION FOR GRANT OF HACKNEY CARRIAGE LICENCE & EXEMPTION IN RESPECT OF WINDOW TINTING

Minutes:

Having regard to the Officer’s report and all the representations made, and for the reasons disclosed at the meeting, the Sub Committee unanimously RESOLVED that the application for the grant of a private hire vehicle licence and exemption in respect of window tinting be refused.

 

The applicant was informed of his right of appeal within 21 days following receipt of the written decision notice to appeal to the local Magistrates Court.

 

 

7.

LICENSING OF HACKNEY CARRIAGE/PRIVATE HIRE VEHICLE DRIVERS

Minutes:

Having regard to the Officer’s report and all the representations made, and for the reasons disclosed at the meeting, by a majority of 2-1 the Sub Committee RESOLVED that the application for the grant of a hackney carriage/private hire vehicle driver’s licence be refused.

 

The applicant was informed of his right of appeal within 21 days following receipt of the written decision notice to appeal to the local Magistrates Court.

 

8.

ADJOURNMENT OF MEETING

Minutes:

The meeting adjourned at 1.30 p.m. and reconvened in the Sirhowy Room, Penallta House at 1.45 p.m. to consider the application for a Street Trading Consent.   

 

Councillor W. David gave his apologies for the remainder of the meeting owing to a prior commitment.

 

9.

LOCAL GOVERNMENT (MISCELLANEOUS PROVISIONS) ACT 1982 - APPLICATION FOR STREET TRADING CONSENT

Minutes:

Having regard to the Officer’s report and all the representations made, and for the reasons disclosed at the meeting, the Sub Committee unanimously RESOLVED that the application for a street trading consent be refused.

 

The applicants were informed that there are no further rights of appeal as determination of this issue rests with the Taxi and General Sub Committee and their decision is final.

 

 

            The Chair thanked all parties for their attendance and the meeting closed at 3.06 p.m.
