8. Housing Revenue Account Charges - 2021/2022.

  • Councillor Nigel George - Personal - Councillor George declared a personal interest as he rents a Council owned garage but was able to remain and take part during its consideration.

10. 21st Century Schools and Education Band B Programme - Phase 2 Proposal for Plasyfelin Primary.

  • Councillor Shayne Cook - - Councillor S. Cooke declared a personal interest in as a Local Authority Governor of the school but was able to remain in the meeting and take part fully. Councillor Cook also declared a personal interest at Policy Development Meeting on the 3rd March 2021, in this item.

7. 21st Century Schools and Education Band B Programme - Statutory Objection Report for Trinity Fields School.

  • Councillor Mrs Lisa Phipps - - Councillor Lisa Phipps declared a personal and prejudicial interest as a close friend’s child plays for Penallta RFC and left the meeting during its consideration. A declaration was also made at the Policy Development Meeting held on the 4th March 2021 and Cllr Phipps withdrew from the meeting whilst Trinity Fields was discussed.

5. Education Achievement Service (EAS) Business Plan 2021-2022.

  • Councillor Mrs Lisa Phipps - - Councillor L. Phipps declared a personal interest in this item as a Local Authority appointed Company Board Director for the EAS, and was able to remain in the meeting and take part fully.
  • Councillor Ross Whiting - - Councillor R. Whiting declared a personal interest in this item as a Local Authority appointed member of the Joint Executive Group for the EAS and was able to remain in the meeting and take part fully.
  • Councillor Shayne Cook - - Councillor S. Cook declared a personal interest in this item as a Local Authorty appointed Company Board Director for the EAS and was able to remain the meeting and take part fully.

8. Regeneration Board - Project Proposals.

  • Councillor Shayne Cook - - Councillor S. Cook declared a personal and prejudicial interest in this item as a relative is employed by Coffi Vista and left the meeting during its consideration.

10. Proposed Community Hall in Ty Sign, Risca.

  • Councillor Nigel George - Personal and Prejudicial - Councillor Nigel George declared a personal and pejudicial interest in that as well as being a County Borough appointed Committee Member of Channel View Community Centre he is personally aslo a Member of the Skate Park Committee and TLC Community Cafe in Risca.
  • Councillor Ross Whiting - Personal - Councillor Ross Whiting declared a personal interest only as he is a County Borough appointed Committee Member of the Channel View Community Centre in Risca.

6. Welsh Government Prospectus and Programme Development Plan (PDP).

  • Lisa Lane - Personal and Prejudicial - Lisa Lane (Head of Democratic Services and Monitoring Officer) declared a personal and prejudicial interest in that a family member works for the construction company referenced in the report and left the meeting when the item was discussed.

6. 21st Century Schools and Colleges Band B Programme - Update on Phase 2.

  • Councillor James Pritchard - Personal - Councillor Prichard declared a person interest in that he is a Local Authority Appointed Governor at Plasyfelin Primary School as such there was no requirement for him to leave the meeting and could take full part in the debate and vote. He also declared this interest at a PDM held on 8th September 2021.
  • Councillor Shayne Cook - Personal - Councillor Cook declared a personal interest in that he is a Local Authority Appointed Governor at Plasyfelin Primary School, as such there was no requirement for him to leave the meeting and he could take full part in the debate and vote.

9. Outcome of Public Consultation on a Proposed Community Hall in Ty Sign, Risca.

  • Councillor Nigel George - Personal and Prejudicial - Councillor Nigel George declared a personal and prejudicial interest in that is he on the Comittee of the Channel View Community Centre as well as other Community Groups in the area and as such he left he meeting when the matter was considered and took no part in the debate and vote.
  • Councillor Ross Whiting - Personal and Prejudicial - Councillor Ross Whiting declared a personal and pejudicial interest in that he is on the Committee of the Channel View Community Centre and as such he left the meeting when the matter was considered and took no part in the debate and vote.
