There were no apologies for absence.

DECLARATIONS OF INTEREST

Minutes:

A declaration of interest was received in advance of the meeting from Councillor Mrs D. Price in respect of Agenda Item 4.  Details are minuted with the respective item.

Minutes:

Members considered the three public interest test certificates from the Proper Officer and concluded that on balance the public interest in maintaining the exemption outweighed the public interest in disclosing the information and it was

 

RESOLVED that in accordance with Section 100A(4) of the Local Government Act 1972 the public be excluded from the remainder of the meeting because of the likely disclosure to them of exempt information as identified in paragraph 12 of Part 4 of Schedule 12A of the Local Government Act 1972.

APPLICATION FOR GRANT OF PRIVATE HIRE VEHICLE AND EXEMPTION IN RESPECT OF WINDOW TINTING

Minutes:

Councillor Mrs D. Price declared a personal and prejudicial interest as the applicant is known to her, and therefore was not in attendance during consideration of this item.

 

Having regard to the Officer’s report and all the representations made, and for the reasons disclosed at the meeting, the Sub Committee unanimously RESOLVED that the application for the grant of a private hire vehicle licence and exemption in respect of window tinting be refused.

 

The applicant was informed of his right of appeal within 21 days following receipt of the written decision notice to appeal to the local Magistrates Court.

 

5.

LICENSING OF HACKNEY CARRIAGE / PRIVATE HIRE VEHICLE DRIVERS

Minutes:

Having regard to the Officer’s report and all the representations made, and for the reasons disclosed at the meeting, the Sub Committee unanimously RESOLVED that the application for a new hackney carriage/private hire vehicle driver’s licence be granted, subject to the condition as set out at the meeting.

 

The applicant was informed that if he was aggrieved with the condition associated with the grant of the licence, then he had a right of appeal within 21 days following receipt of the written decision notice to appeal to the local Magistrates Court.

 

6.

LICENSING OF HACKNEY CARRIAGE / PRIVATE HIRE VEHICLE DRIVERS

Minutes:

For the reasons outlined at the meeting, the Sub Committee unanimously RESOLVED that the matter be deferred to the next meeting on 18th December 2019, on the understanding that if the driver fails to attend, the matter may be determined in their absence.
